School Management; PDDE; Democratic Management; School Council; CECAMPE.
The dissertation presented to the University of Brasília investigates the democratic management of resources from the Direct School Funds Program (PDDE) in two state schools in Goiás, aiming to understand the dynamics of resource allocation in the context of effective participation of the school community in this process. The study is justified by the relevance of PDDE as a tool to strengthen infrastructure and school management, especially in vulnerable regions, and highlights the importance of participatory and democratic management for the program's effectiveness. The research objectives include mapping the trajectory of PDDE, conceptualizing democratic management in Brazilian education, identifying mechanisms of social participation in program resource management, and analyzing the importance of training offered by CECAMPE in PDDE democratic management. Using a qualitative, descriptive, and exploratory approach, the research employs semi-structured interviews, focus groups, and documentary analysis to collect data, aiming to understand the perceptions and experiences of the subjects involved. The dissertation contextualizes PDDE in the educational reforms of the 1990s, discussing the role of the state and the challenges of financial resource management, and highlights the need for a government observatory for continuous program evaluation. It is concluded that the research results can contribute to the improvement of public policies related to school management and community participation in educational resource management, offering valuable insights for institutions training managers and school counselors, as well as for the managers and counselors themselves. Thus, the research has the potential to promote the quality of public education in Brazil.
