DATA-BASED EDUCATIONAL MANAGEMENT: PROPOSAL FOR MONITORING THE NATIONAL DIGITAL EDUCATION POLICY (PNED)
Nacional Digital Education Policy (PNED); School Digital EducaƟon; Basic EducaƟon School Census; monitoring; indicators.
The NaƟonal Digital EducaƟon Policy (PNED), established by Law No. 14,533 of 2023, although designed for the enƟre Brazilian populaƟon, was a regulatory milestone that parƟcularly impacted the basic educaƟon system in Brazil through its structural axis, School Digital EducaƟon. With the PNED, the need arose to create procedures for its effecƟve implementaƟon. This research proposes, as its central objecƟve, a system for measuring and monitoring indicators related to the School Digital EducaƟon axis of the policy. To this end, an in-depth analysis of the PNED Law and the Basic EducaƟon School Census—coordinated by the NaƟonal InsƟtute of EducaƟonal Studies and Research Anísio Teixeira (INEP)—was conducted to idenƟfy which legal provisions can be measured within the current framework of the School Census, assuming that it contains data related to the School Digital EducaƟon axis. Subsequently, a prototype of a monitoring dashboard for the proposed indicators was developed, represenƟng the first technical product of the research. The results revealed the absence, in the current model of the School Census, of essenƟal indicators for tracking the structural axis under study. This led to the development of a second technical product: a technical note to INEP to adapt the School Census data collecƟon forms to also meet the demands of the PNED
