SUMMARY:

This study analyzes the Certification of Charitable Social Assistance Entities in the Field of Education (CEBASEducation) and its relationship with access, inclusion, and the retention of scholarship students in higher education in Brazil. The research is justified by three main factors: (i) the financial impact of this certification implies a tax expenditure of R$ 3.4 billion related to CEBAS-Education in 2021; (ii) the scrutiny from oversight and evaluation bodies regarding the cost-effectiveness of this tax waiver; and (iii) the demands made by scholarship students for improvements in the inclusion process. The central problem of the investigation was to determine whether CEBAS-Education is a mechanism for the inclusion and retention of scholarship students. The adopted methodology is qualitative in nature, using bibliographic and documentary research, interviews, and questionnaires to understand the normative and operational aspects of the policy. The results show that although CEBAS-Education promotes access to higher education—contributing to the goals of the National Education Plan (PNE), especially goal 12—the retention of students is not perceived as a priority within the policy, due to the absence of legal provisions for student support measures applicable to all scholarship holders who require them. Furthermore, the Ministry of Education (MEC) does not address this issue in a way that guides charitable entities to implement the necessary actions to support scholarship students in vulnerable situations through to graduation. The product of this investigation is a Technical Note containing an executive summary of the research and recommendations to MEC and charitable entities aimed at promoting inclusion and retention efforts within the educational context.
