SUMMARY:

In light of the challenges posed by the current climate and socio-environmental crisis, this dissertation begins by identifying gaps in the interrelationship between public policies on environmental education and the training of public servants, within the context of the Chico Mendes Institute for Biodiversity Conservation (ICMBio), a federal agency that plays a strategic role in the conservation of sociobiodiversity. The study aimed to contribute to the training of ICMBio’s public servants and to the improvement of its Personnel Development Policy (PDP), by recovering republican, democratic, and participatory principles and emphasizing the need for articulation with the National Environmental Education Policy (PNEA), in accordance with a critical, ethical, and democratic perspective, as proposed by authors such as Ramos (1981), Denhardt (2012), and Sorrentino et al. (2005). The qualitative investigation was conducted through documentary analysis of the Personnel Development Plans (PDPs), their related instruments, and execution reports, covering the period from 2008 to 2022. Data interpretation was based on content analysis, according to Bardin (2016), adopting a critical-humanist perspective to understand the training processes. The results show progress in the institutionalization of the PDP, such as the adoption of competency-based management and the expansion of continuous training initiatives. However, the articulation with the principles of environmental education remains incipient, with a presence that is still sporadic and poorly systematized. The analysis revealed limitations in the integration of critical and socio-environmental dimensions into the policy in a transversal manner, as established by the PNEA. The main contribution of this research lies in proposing pathways for the integration between the PNDP and the PNEA, highlighting the strengthening of ACADEBio as an environmental government training school and the revision of the agency’s competency framework. In doing so, the study seeks to consolidate a training approach guided by socio-environmental justice, sustainability, and commitment to the common good, expanding the potential of personnel development policy as an instrument for institutional and social transformation.
