This study analyzes how the teaching programs of the Centro de Ensino Especial de Deficientes Visuais (CEEDV) guide pedagogical practices for deafblind students enrolled in the Programa de Atendimento Interdisciplinar Complementar (PAIC) and under what conditions these practices contribute to their school retention and development within the public education system of the Federal District. The research adopts a qualitative approach and a case study design, based on the understanding that qualitative inquiry seeks to explore and understand the meanings attributed to social and educational problems in specific contexts (CRESWELL; CRESWELL, 2021, p. 149). The study was conducted at CEEDV, in Brasília, focusing on PAIC activities in 2025 and drawing on institutional documents, diagnostic assessment instruments, and records of pedagogical practices involving deafblind students. The corpus includes guidelines issued by the Federal District Department of Education and federal institutions, political-pedagogical projects, curricula, functional assessment protocols and reports, service plans and records, as well as theses, dissertations, and articles on deafblindness and special education published between 2015 and 2025. The study concludes that, despite normative and institutional advances, structural and training gaps persist, undermining the school retention and development of deafblind students in PAIC and highlighting the urgent need for specific actions regarding schooling, assessment, and teacher education grounded in tactile experience, alternative communication, and the particular conditions of access to information and mobility of this population.
