SUMMARY:

The increasing aging of the population and the recurring sedentary lifestyle represent a new challenge for public managers: preparing cities to face these issues. Promoting active urban spaces, facilitating the adoption of regular physical activity in the daily lives of the elderly, becomes an important alternative to pursue. This approach has been widely explored by countries in the Northern Hemisphere. However, in Brazil, actions that contribute to reducing sedentary lifestyles are still embryonic, often aimed at encouraging the practice of physical exercise in specific urban spaces, such as city gyms. Another consideration is the diversity of demographic and cultural profiles of the Brazilian elderly population, requiring more attention to this reality. In this context, the study sought to contribute to the identification of configurational and functional aspects of the urban structure that facilitate the reduction of sedentary lifestyles in order to contribute to the formulation of urban public policies that promote healthier Brazilian cities. To this end, the research was conducted in two stages: theoretical-methodological foundation, and analysis and results. The first stage considered the conceptual bases that support the idea of healthy cities and the relationships between urban planning and sedentary lifestyles and associated NCDs. It incorporated a study of consolidated research, based on the PRISMA method, which demonstrated that walkable neighborhoods, characterized by a mix of uses, high road connectivity and moderate population density, are related to lower body mass indexes, obesity/overweight, hypertension and diabetes mellitus. A study was also carried out of international public policies based on evidence, aimed at urban open and public spaces that aim to contribute to the fight against NCDs and promote active aging through urban configuration and function. The results highlighted recommendations at various urban spatial scales to promote compact and walkable cities, with mixed use, availability of green spaces and squares for sports and social interaction. All integrated by networks of paths with short distances between blocks to favor active mobility and, therefore, reduce the chances of NCDs resulting from sedentary lifestyles. These findings now need to be adapted to Brazilian conditions, although the general strategies correspond to local urban problems. This literature review contributed to the initial results of the research and served as a foundation for the second stage, which was dedicated to investigating policies and initiatives to combat NCDs and aging adopted at federal level and with repercussions in cities. Initially, a situational overview of the policies implemented in Brazil was prepared, which revealed actions restricted to some urban spatial scales, such as the implementation of benches, lighting and accessibility in public spaces, creation of leisure spaces, promotion of physical activity in specific areas and programs such as PAS, PVS and PELC, and implementation of cycling infrastructure. It was also found that there were no evaluations of the effects of these programs on the health of the population. Finally, the incorporation of structuring aspects of urban space, which constitute the model of a compact city, consequently active and healthy, is an opportunity to improve these public policies to combat NCDs and promote active and healthy aging.
