SUMMARY:

One in four Brazilians lives with some form of informality, and 8.1% of the Brazilian population lived in slums and urban communities in 2022. Faced with the housing deficit, new housing units can be constructed, and those built outside the current urban planning regulations can be regularized. Standards on Land Regularization (Reurb) emphasize the need for public participation in all stages of the process, but they do not specify exactly how this should occur. This research aims to investigate how the use of digital mapping technologies can be integrated into Reurb projects and technical advisory methodologies. In the Santa Luzia Resiste Project of Periférico, a sociotechnical advisory laboratory (Faculty of Architecture and Urbanism, University of Brasília), the Reurb demand of the Santa Luzia community, located in Estrutural, Federal District, guided the action-research decisions of this study. The analysis of technical advisory practices in Reurb projects by Rede Moradia Assessoria provided insights into potential methodologies and tools for working with populations marginalized by urban planning, such as community mapping. At the Periférico Laboratory, we deepened its philosophical, theoretical, and methodological framework, with particular emphasis on sociotechnical adequacy and the languages of spatial, event, and urban ecosystem patterns as transdisciplinary tools. Literature reviews were conducted on topics related to the research problem, focusing on the right to housing, Reurb, social cartography, and digital mapping tools. Based on a list of criteria for sociotechnical adequacy, we observed that online mapping applications are numerous, constantly evolving, and each has its advantages and disadvantages. We decided that the application should be accessible via mobile phones so that the population could map their own community. In the Santa Luzia Resiste Project, we sought to contribute to the Community Reurb Plan through 14 architecture and urbanism projects, updated socioeconomic data, interviews with key actors from the community and Reurb in the Federal District, and the application of two Online Participatory Mapping exercises in partnership with members of the Associação Mulheres Poderosas de Santa Luzia. However, to develop the Community Reurb Plan, it would be necessary to form a transdisciplinary team, as was the case with the Periferia Viva Plan for the Dorothy Stang community. In the methodology of the Community Reurb Plan, we sought to integrate digital mapping technologies into the practice of sociotechnical advisory, aiming to foster new forms of participation and dialogue throughout the Reurb process.
