Identification of Territorial Opportunities as an Instrument for Promoting Local and Regional Development: A Methodological Approach.
Local and Regional Development; Agribusiness Cities; Territorial Opportunities; Business Chain; Value Aggregation.
The development approach employed is subject to criticism and revision, given the observation of unsatisfactory and disconnected results from the local reality. The predominant model proves inadequate by disregarding the specificities and opportunities of municipalities and regions. In light of this, the present research aims to develop a new analytical methodology to support the formulation of more effective and sustainable public policies for territorial, local, and regional development, aligned with local demands and opportunities. The central hypothesis of this study is based on the feasibility of an approach that prioritizes spatial analysis for identifying municipal opportunities and integrates business chains as key elements in enhancing value aggregation. The outlined objectives aim to guide the research towards the development of an alternative approach, the introduction of business chain logic as a methodological tool, and the practical validation of the proposal through a case study in agricultural frontier municipalities. The adopted methodology seeks to ensure rigor in evaluating the formulated hypothesis, relying on a critical-analytical literature review, the construction of methodological procedures, and the use of tools for calculating results based on data matrices from the System of National Accounts (SNA), as well as data on environmental impacts. At the end of this study, it is expected not only to contribute to the construction of more effective public development policies aligned with local realities but also to advance scientific knowledge in the methodological field focused on regional and territorial development, aiming to promote a new paradigm that drives municipalities and their regions forward.
