SUMMARY:

The degradation of reinforced concrete structures has become a growing concern in civil engineering, given its direct impact on structural safety, durability, and the sustainability of buildings. Despite the existence of various methodologies aimed at assessing the conservation state of existing structures, there is a clear need for more integrated and parameterized tools capable of directly correlating observed damage with structural performance indicators. This scenario highlights the limitations of traditional methods in terms of scope, standardization of criteria, and their ability to produce accurate diagnoses that effectively support decision-making regarding maintenance interventions. This work aims to address this gap through the development and validation of the Structural Degradation Assessment and Measurement Method for Reinforced Concrete (MAMDE), designed to systematically and objectively quantify the levels of degradation in existing structures. The central objective is to create a methodological tool that integrates observable deterioration parameters with structural reliability models, enabling more precise and well-founded diagnoses. The adopted methodological approach includes an extensive theoretical review of the main degradation mechanisms, a comparative analysis of existing methods (GDE, CEB, MAIS, Alert-D, and NEN 2767), and the practical application of the proposed method in a real case study carried out on the mezzanine of the Central Institute of Sciences at the University of Brasília. The results show that MAMDE demonstrates greater sensitivity in detecting variations in degradation levels, allowing clearer identification of critical areas of the structure and their correlations with environmental, construction-related, and usage factors. Data parameterization helped reduce evaluator subjectivity, increasing the reliability of the diagnoses. Furthermore, the method allowed for the association between types of damage and residual structural capacity, enabling more effective planning of corrective and preventive actions. The research also revealed inconsistencies in traditional methods regarding risk prioritization and the standardization of assessment criteria. It is concluded that MAMDE represents an original and significant contribution to the field of structural assessment by combining technical rigor, operational practicality, and support for building life-cycle management. The large-scale adoption of this methodology may promote the preservation of built heritage, reduce costs associated with emergency maintenance, and foster the development of safer, more resilient, and sustainable cities.
