SUMMARY:

The urbanization process in Brazil, especially from the second half of the twentieth century onward, brought a series of challenges resulting from the lack of adequate urban planning. Rural exodus and rapid demographic growth led many cities to face problems such as improper land use, high consumption of natural resources, excessive energy use, and increased waste production. These issues were exacerbated by the lack of infrastructure and services in peripheral areas, causing low-income populations to occupy regions unsuitable for urbanization, such as hillsides and flood-prone zones. Additionally, the model of fragmented urban expansion generated socio-spatial inequalities, an unequal distribution of resources, and the continuous advance of the urban footprint over rural and natural areas. As a result, rural–urban transition areas emerged—intermediate spaces between the urban and rural realms, characterized by a mixture of elements from both contexts. Although these areas hold specific potentials, they also experience conflicts and disputes involving social actors and the real estate market, often with limited public-sector intervention. The absence of clear territorial planning regulations contributes to the ambiguity of these areas: while rural regulations tend to be permissive, urban norms are more restrictive, placing transition areas in a regulatory limbo. The ineffectiveness of territorial planning regarding these spaces—particularly when considering the Master Plans—intensifies the dispersed and fragmented territorial model and heightens environmental, urban, and social inequalities. This research aims to analyze how rural–urban transition areas are addressed in the Federal District, where these spaces hold a distinct condition marked by specific conflicts, opportunities, and dynamics. The specific objectives of the study include analyzing the zoning guidelines assigned to rural areas in each of the Master Plans reviewed; identifying advances and setbacks in the protection and use of these areas; investigating the impacts of rural zoning on the preservation of these spaces in the face of urbanization; and highlighting rural potentialities and the importance of territorial planning. The methodology adopts both theoretical and practical approaches, including bibliographic review, analysis of the Master Plans, mapping of urban expansion over rural areas, field visits to examine the condition of transition areas, and comparison of collected data with the on-the-ground reality. The expected outcome is the construction of a critical overview of how rural–urban transition areas have been treated, particularly within the Master Plans of the Federal District, contributing to a better understanding and approach to these areas in the context of territorial planning and public policy formulation.
