City Information Modeling: A Collaboration Model for Urban Governance Processes — The Case of Setor Comercial Sul, Federal District
City Information Modeling, Urban Governance, Setor Comercial Sul
The rapid evolution of urban information systems and the growth of cities have made urban environments extremely complex, while the large volumes of data directly affect the socio-spatial structure of these cities. Emerging technological changes offer a range of opportunities, including the rise of new paradigms such as City Information Modeling (CIM). Urban Information Systems provide solutions for urban management, especially with the aim of developing strategies to address the challenges of urban planning through the establishment of indicators that enable cities to achieve sustainable development. This dissertation presents the results of doctoral research developed using the Design Science Research method, which explores the development of a conceptual framework for CIM models and discusses solutions for applying these information models to urban analysis, urban governance, and smart urban management processes. A bibliographic survey of published articles was carried out, and protocols were developed for a systematic review, with the objective of identifying the artifacts present in the literature that support the development of CIM model construction, as well as their use in urban governance processes. In this research, the focus lies on investigating City Information Modeling (CIM) as a central approach to understanding how the use of information modeling technologies and data organization can support urban governance processes. This involves a series of interrelated aspects, ranging from planning decisions to the development of policies aimed at promoting more sustainable, resilient, inclusive, and intelligent cities. This study postulated that incorporating CIM into urban governance can drive the evolution of cities toward smart, resilient, and sustainable urban ecosystems. This would occur through advanced real-time urban data analysis, three-dimensional city modeling, and the adoption of data-driven decision making strategies. These measures would promote significant improvements in efficiency, urban inhabitants’ quality of life, and the resilience of metropolitan areas. The integration of computational tools into urban management aims to provide several contributions to the urban planning process, with a special focus on the diagnosis and design of urban spaces. However, it is observed that most applications of three-dimensional digital city models are still primarily concentrated on the representation of these models. The results also point to conceptual ambiguities surrounding the term “City Information Modeling,” as well as the latent difficulties involved in applying these methodologies to smart urban governance. This doctoral dissertation proposes a collaboration model for urban governance processes centered on CIM. By analyzing and synthesizing the challenges faced by urban governance processes, this research offers a conceptual framework to promote collaboration among urban actors. In this context, advances in technologies and processes have enabled the emergence of additional computational resources, helping to solve complex challenges related to the effectiveness of urban planning. With the progress of 3D modeling technologies and the increasing availability of geospatial data, 3D digital city models have become an indispensable tool for urban planning, resource management, and decision-making. In this scenario, a protocol was developed to establish a systematic process for the development of the case study, focusing on the identification of the parameters and data of each existing model. The comprehensive and integrated digital approach to the city aims to support urban planning, management, and decision-making. Urban diagnosis and analysis are important steps for understanding the urban context and identifying requirements and objectives for CIM development. This is especially important for creating a 3D Urban Digital Inventory Model (CIM). In view of this, the definition and implementation of a p
