SUMMARY:

In Brazil, the drafting of local urban policy norms must be guided by the principle of democratic city management, which foresees the population's participation in decision-making processes, as determined by the Brazilian Federal Constitution and the City Statute, Law No. 10,257/2001. It occurs that, during the elaboration of the master plan, the basic instrument of municipal urban policy, social participation is recurrently questioned, under the justification that the participatory process was neither sufficient nor efficient. The starting point is, therefore, the question of how to analyze the effectiveness of the social participation process in the revision of municipal master plans, since the norms foresee the obligation of participation, however, they do not regulate how to measure it. The main objective of this study is to systematize aspects capable of evaluating the effectiveness of social participation in the revision of municipal master plans. The research has as its central object of analysis the revision process of the Federal District's Territorial Ordering Master Plan (PDOT), and as control cases the revision processes of the master plans of the municipalities of Belo Horizonte, Fortaleza, and Porto Alegre. Based on a survey of aspects related to social participation, identified in the literature on the subject and in urban norms, from the technical perspective of the territorial and urban planning professional, the aim is to construct a matrix of analytical parameters to guide the survey and data insertion of the revision processes of the master plans of the case study municipalities. It seeks to identify, in each case, the performance against the analysis parameters, analyze which aspects have a greater or lesser recurrence of compliance or reach, and point out which are most determining to the discussion of the effectiveness of social participation, in parallel to what the literature and norms related to the theme infer. The research seeks to transform a subjective agenda of political dimension into parameterized variables capable of being identified, compared, and evaluated.
