SUMMARY:

This research deals with the gap between management and planning of water resources, as a limitation for resolving socio-environmental conflicts. It aims to contribute to the participatory process based on an evaluation matrix that contains parameters to stimulate and evaluate social participation and combine management with water-sensitive planning. In this context of the recurrence of extreme climatic events of water scarcity and intense rains in the world and in Brazilian cities and the tendency to implement new policies, territorial plans and actions aimed at water resources in recent decades. It is intended to contribute to qualifying the decision-making processes of social participation as a solution to the challenge posed to planners, of directing and balancing the sustainable occupation of territories, that is, the demands for human survival related to occupation density, considering the social and environmental impacts to the landscape and natural processes, such as the urban water cycle. Based on the concept of “Water Sensitive Cities”, developed by the Australian government, which developed practices based on “total management of the hydrological cycle” and considered “Water Sensitive Communities” as one of the essential factors for structuring a social management model and environmentally efficient. Using the work developed in the “Water & Built Environment” project, of the Postgraduate Program of the Faculty of Architecture and Urbanism of the University of Brasília, the aim is to demonstrate the involvement of the community in the participatory management process for water planning integrated into the urban design and the use of social and environmental technologies, from a transdisciplinary and systemic perspective in which local knowledge and popular knowledge can effectively contribute to achieving sustainable solutions in resolving socio-environmental conflicts, based on the systematization of an evaluation matrix of social participation within the scope of the River Basin Committees. In the Federal District (DF), the region of Serrinha do Paranoá and Ribeirão Sobradinho located in the sub-basins of Lake Paranoá – SBLP and the Sub-basin of Ribeirão Sobradinho – SBRS respectively, are managed by bodies that are unable to prevent the impacts negative effects of urbanization on water resources, social injustices suffered by vulnerable populations and real estate pressure. Both basins are subject to the National Water Resources Policy (PNRH), Law No. 9,433 of January 8, 1997, and, in turn, to the DF Paranaíba River Basin Committee (2013), a tributary of the Paraná Hydrographic Basin. To date, the review of the conceptual, symbolic and administrative aspects of popular participation in territorial management and planning to develop alternative strategies for participatory management and water-sensitive planning has demonstrated that the incorporation of popular knowledge and knowledge is fundamental in the process of sustainable occupation in basins that have a considerable number of organized social movements; they are eager to contribute to the process of managing the territory of these river basins.
