SUMMARY:

This research critically reflects on institutional actions in social housing in the Federal District, focusing on housing improvement programs. The central objective is to understand how families were integrated into these processes, considering their protagonism and co-responsibility in design decisions, the cultural adequacy of the proposed solutions, and the appropriation of technical instruments and languages adopted. Two relevant initiatives in the Federal District were analyzed: the performance of the Companhia de Desenvolvimento Habitacional do Distrito Federal (CODHAB), which implements assisted housing reforms through technical assistance, and the university extension project Assessoria Técnica para o Habitar de Origem Social (ATHOS), which provides architectural technical support. Both programs target low-income families. The analysis was based on participant observation and semi-structured interviews, articulated with specific parameters developed by this research to assess dimensions of housing adequacy and technical support. This methodological formulation constitutes one of the central contributions of the study, as it provides a critical instrument that can be replicated in other ATHIS contexts. The results highlight the institutional limits and contradictions that characterize housing policy in the Federal District, revealing fragmentations that hinder its consolidation. The study found that the effectiveness of actions is conditioned by the balance between technical feasibility and family expectations, in which listening and care emerge as fundamental elements. The experience demonstrates that ATHIS in the Federal District, although marked by contradictions and fragmented practices that expose the distance between legal norms and everyday reality, nevertheless reveals a transformative potential by articulating the multiple dimensions of housing, reinforcing its role as an instrument for the democratization of architecture and the promotion of adequate housing.
