SUMMARY:

The Federal District presents an urban structure marked by strong functional centralization in the Plano Piloto (Pilot Plan), which concentrates a significant portion of jobs and specialized services, producing intense daily commuting from other Administrative Regions. This condition reinforces socio-spatial inequalities and highlights the historical limitations of the decentralization strategies adopted in territorial planning instruments. Among these strategies, the Multifunctional Poles (PM), foreseen in the 2009 Territorial Planning Master Plan (PDOT) as an instrument for inducing new centralities outside the main center, stand out. Despite their legal provision, the PMs were not implemented, and the very process of revising the master plan brings back into debate their foundations, locational criteria, and contemporary relevance. This dissertation critically analyzes the location of the Multifunctional Poles in light of the urban configuration of the Federal District, seeking to answer which locations would be technically most suitable for a decentralization strategy in the current context. This study hypothesizes that, although the original criteria of the 2009 Territorial Planning Plan (PDOT/2009) were coherent at the time, the territorial transformations that have occurred in recent decades have altered the configurational conditions of the urban system. The research adopts the Theory of the Social Logic of Space (Spatial Syntax or SE) as its theoretical and methodological framework, conducting a configurational analysis of the road network of the Federal District on a global and local scale. Geometric and topological variables capable of revealing patterns of integration, hierarchy, and movement potential are examined, comparing the scenario corresponding to the period of strategy formulation with the contemporary urban structure. The results allow for the evaluation of the adherence of the planned locations to the configurational logic of the territory, a discussion of their structural and institutional limitations, and the provision of technical support to the debate on decentralization, centralities, and mobility in the Federal District. By articulating urban planning and configurational analysis, the research contributes to a critical understanding of territorial planning instruments and their effective possibilities for inducing new centralities.
