Housing Improvement: Strategies for Expanding Assistance to Housing Inadequacy in the Federal District
Housing inadequacy; housing improvements; scaling up; social housing; adequate housing
Housing improvement is one of the technical assistance actions for social housing provided for in Brazilian legislation. It applies to interventions aimed at improving inadequate housing conditions. In Brazil, the inadequacy rates for households recorded by the Fundação João Pinheiro in 2019 were 18% for building deficiencies and 22.82% for infrastructure deficiencies. In the Federal District, these rates were 24.48% and 2.83%, respectively. Housing improvement programs began to be implemented by municipal governments in Brazil in the 2000s. However, according to a survey conducted by the Council of Architecture and Urbanism, only a few municipalities have legislation on technical assistance for social housing. In Brazil and Latin America, programs funded by governments or non-governmental organizations, such as UN-Habitat, focus on improving housing conditions. Recently, social businesses have been expanding in this field. In recent years, national housing policy has incorporated housing improvement into its main programs. Nevertheless, initiatives remain limited, processes are developed on a case-by-case basis, and the number of families served is small compared to the great demand. In this context, this research aims to propose strategies for scaling up housing improvement interventions within housing programs in the Federal District. To achieve this, concepts of adequate housing and scaling up were discussed, strategies for scaling up Brazilian housing improvement actions were analyzed, a field survey of inadequacies in social housing was conducted, and viable solutions were examined to identify strategies that enable broader access. The results indicate that, to expand coverage, it is essential to broaden the concept of housing inadequacy, conduct local diagnostics focused on housing deficiencies, establish regional solution standards, implement standardized actions, maintain continuous technical assistance, and expand and organize networks of stakeholders involved in these initiatives. This would allow improvements to be continuously replicated on a smaller scale by local agents. This research aims to contribute to the advancement of housing improvement programs in Brazil by enhancing and optimizing their implementation processes.
