SUMMARY:

This thesis investigates the ongoing debate on the dimensions of sustainability within environmental sciences, in the context of the New Urban Agenda (NUA) and its relationship with the terminology used in the literature to define the creative economy, in order to analyze these terms within the conceptual framework of creative cities. The research is based on the premise that creativity can serve as a strategic resource for regenerative urban planning and design, particularly in the face of challenges such as climate change, social inequalities, and rapid urbanization. The theoretical interface between sustainability and the creative economy forms an arena encompassing multiple dimensions—environmental, social, economic, cultural, territorial-spatial, political-institutional-legal, technological, and ethical—which also intersect with the principles and urban branding strategies of the NUA. This arena is examined through the pioneering writings on creative cities that influenced the UNESCO Creative Cities Network (UCCN) and the subsequent evolution of the concept. The findings indicate that the sustainability dimensions proposed by Sachs (2002) influenced the formulation of the agenda, the emergence of new economies based on intangible assets, and the development of contemporary urban branding strategies, such as creative cities, which attain a distinct understanding within this framework. The research results lead to four key contributions: (1) the establishment of guiding dimensions for the implementation of the NUA; (2) the presentation of this arena as a methodological approach for reviewing concepts and structuring policy cycles as complementary actions of the UCCN to support the implementation of the NUA; (3) the identification of dimensions within the agenda that define the roles of urbanism in the 21st century and serve as criteria for designing urban needs programs aligned with the NUA; and (4) the urgent need to adapt architectural and urban planning curricula to the future professional landscape.
