SUMMARY:

This dissertation investigates the design development, construction, and non-construction of parts of the Capitol Complex in Chandigarh. It is based on the hypothesis that the non-realization of the Governor’s Palace and, subsequently, the Museum of Knowledge (conceived as an alternative), cannot be understood merely as unrealized projects; rather, the resulting absence can be understood as an active element in the spatial and symbolic reorganization of the area. Initially, the research aimed to discuss the concepts of modernity, monumentality, and new towns (Chandigarh and Brasília), seeking to present the academic production—the state of the art—on these themes, while also proposing a departure from traditional approaches to the understanding of modernism and, consequently, of Chandigarh. Subsequently, the study sought to analyze Chandigarh as a historical, political, and urban process, understood as a modern project of state representation; to establish Brasília as an analytical instrument for rereading the Capitol Complex in Chandigarh; and to bring the two cities into dialogue in order to identify differences in the consolidation of their monumental civic centers. Finally, the research deepened the projectual analysis of the unbuilt architectural objects—the Governor’s Palace and the Museum of Knowledge— considering the circumstances that led to the abandonment of both proposals. Based on this analysis, the study sought to demonstrate how non construction can act as a compositional element within the modern landscape. In sum, this work proposes a reading of the Capitol Complex in Chandigarh based on an understanding of its incompleteness as a component that restructures its spatial relationships. By shifting absence from the realm of what was not realized to consider it as a constituent part of the landscape, the research aims to contribute to new perspectives on urban development, the different impacts of unbuilt architecture, and absence as a category of analysis in the construction of the landscape.
