SUMMARY:

This dissertation aims to develop a method for proposing a green hydrogen port cluster, integrating urban development and the energy transition through the structuring of the business chain associated with this energy vector. The study is grounded in the recognition of the port as a strategic territorial asset, considering its logistical capacity, its urban–port interfaces, and its potential to induce productive innovation. The research adopts the hypothetical-deductive method, based on the hypothesis that the structuring of an industrial port cluster oriented toward the green hydrogen business chain is capable of integrating urban development with the energy transition, promoting environmental, social, and economic gains through the articulation among logistical, industrial, and institutional agents, the rationalization of processes, and the promotion of low-carbon innovation. The proposed method is organized into stages that include the evaluation of the port as a strategic territory, the mapping of the green hydrogen business chain, the development of the port cluster design, and the assessment of the urban, environmental, and social impacts resulting from its implementation. To verify the hypothesis, a case study is conducted at the Port of Itaqui, in São Luís, Maranhão, where the application of the method confirms the feasibility of the cluster and demonstrates its capacity to integrate port dynamics, urban development, and sustainability principles within the context of the energy transition.
